NOTICE OF PUBLIC HEARING #1

 
The Gallia County Board of Commissioners cordially invites the public and county, township, village and non-profit stakeholders to participate in the upcoming Community Development Block Grant (CDBG) 1st public hearing and Community Development Implementation Strategy (CDIS) meeting for PY 2026 Community Development Block Grant (CDBG) Program grant funding.  This meeting will be held as follows:
 
DATE: Tuesday, March 24, 2026
TIME: 7:00 PM
PLACE: Gallia County Courthouse, 1st Floor, Commissioners Office
PURPOSE: To provide citizens and local officials with pertinent information about the CDBG programs including an explanation of eligible activities and program requirements.
 
The CDBG program can fund a broad range of activities, including: economic development projects, street, water supply, drainage and sanitary sewer improvements, park acquisition and improvements, demolition of unsafe structures, rehabilitation of housing, and neighborhood facilities.  The activities must be designed to primarily benefit low-and moderate-income persons, aid in the prevention or elimination of slums and blight, or meet an urgent need of the community.
 
The County and its jurisdictions are eligible for many CDBG PY 2026 competitive grant funds providing if the county, township, village or non-profit meets applicable program requirements to include: PY 2026 CDBG Critical Infrastructure Program grant ceiling $500,000; PY 2026 Targets of Opportunity Program grant ceiling depends on project need; PY 2026 Economic Development Loan Program ceiling $500,000; PY 2026 CDBG Economic Development Public Infrastructure Grant Program ceiling $500,000; PY 2026 Residential Public Infrastructure Program grant ceiling $750,000; PY 2026 CDBG/HOME/OHTF Community Housing Impact and Preservation Program (CHIP) grant ceiling $¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬400,000.
 
Citizens are encouraged to attend the meeting on March 24, 2026, to provide their input on the county's CDBG program. REQUEST FOR QUALIFICATIONS/PROPOSALS

The Gallia County Board of Commissioners requests qualification statements and proposals from qualified professional Lawn Mowing Services for the purpose of weekly mowing, trimming, edging, blowing, and trash pickup at the Gallia County Engineer’s Office and the Gallia County Senior Center. These facilities are adjoining properties located at 1165 State Route 160 and 1167 State Route 160 Gallipolis, Ohio, respectively.

All proposals must be responsive to the Scope of Services section of this RFQ/RFP and must meet the content of RFQ/RFP criteria. Offerors are invited to submit one sealed envelope with qualifications statement and price proposal to Gallia County Board of County Commissioners, 18 Locust Street, Room 1292, Gallipolis, Ohio 45631 no later than 10:45 a.m., Thursday, March 26, 2026. Price proposals should be submitted for a price per week basis (not hourly or monthly). No proposals will be accepted if submitted after 10:45 AM on Thursday, November 6, 2025

Please be sure to submit your proposal using the attached form in a sealed envelope labeled on the outside of the envelope as “2026 Proposal for Indigent Defense Services for Gallia County” and stating the name of the nonprofit corporation submitting the proposal in the applicable blanks provided. A copy of the Proposal Form/Agreement will be posted on the Gallia County Courthouse website at: https://gallianet.net/index.php/public-notices

Also, please include in your sealed envelope a copy of the State of Ohio Secretary of State Certificate of nonprofit status as well as a printout from the Secretary of State’s website that reflects the Expiration Date of the nonprofit corporation’s registration with the State. Please attach a listing of the Attorneys and staff that will be utilized to implement your non-profit corporation agreement with the Gallia County Public Defender Commission.

RESOLUTION

IN THE MATTER OF SELLING PERSONAL PROPERTY, WHICH IS NOT NEEDED FOR PUBLIC USE, OR IS OBSOLETE OR UNFIT FOR THE USE FOR WHICH IT WAS ACQUIRED BY INTERNET AUCTION

It was moved by Mr. Foster, seconded by Mr. Montgomery to approve the following:

WHEREAS, GALLIA County Board of Commissioners has determined that each year the county has surplus property, including motor vehicles acquired for the use of county officers and departments, and road machinery, equipment, tools, or supplies, which is not needed for public use, or is obsolete or unfit for the use for which it was acquired; and

WHEREAS, Ohio Revised Code Section 307.12 (E) allows by resolution adopted each calendar year the sale of such property by internet auction;

NOW THEREFORE BE IT RESOLVED, that the Board of Commissioners of GALLIA County, State of Ohio, declares its intent to sell such property by internet auction and adopt the following;

General Guidelines

GALLIA County hereby creates the following rules pursuant to Ohio Revised Code 307.12 (E):

  1. The GALLIA County Board of Commissioners has determined that surplus personal property including motor vehicles acquired for the use of County Officers and departments, and road machinery, equipment, tools, or supplies, which is not needed for the public use, or is obsolete or unfit for the use it was acquired is appropriate to be sold by Internet auction.
  2. The auctions shall be conducted on a continuous basis through accessing the GALLIA County surplus property through the GALLIA County website located at www.gallianet.net.
  3. The surplus property will be posted for a period of no less than 15 days, including Saturdays, Sundays, and legal holidays, but such time may be extended at the discretion of the Board or its representative in order to maximize the financial return to the County.
  4. The Board or its representative on an item-by-item basis may determine minimum price or reserve price and the terms or conditions of sale, including but not limited to requirements for pickup and/or delivery, method of payment, and payment of sales tax in accordance with applicable laws for that item. Such information shall be available on the website.
  5. The highest bid for the surplus property will prevail. However GALLIA County reserves the right for its representative to withdraw the offer or cancel bids in an auction if one or more of the following circumstances apply:

a.       It is determined that an auction shall be canceled or terminated early,

b.       A bidder requests permission to back out of a bid,

c.        The identity of the bidder cannot be verified, or

d.       It is determined that a bidder is purchasing the surplus for a use contrary to the health and welfare of GALLIA County or its citizens.

e.       The Board of Commissioners has contracted with GovDeals, Inc. to provide the software necessary for completing the Internet auction.

RESOLUTION

IN THE MATTER OF DECLARING PERSONAL PROPERTY OBSOLETE, UNFIT, OR NOT NEEDED FOR PUBLIC USE AND AUTHORIZING THE PUBLIC AUCTION, PRIVATE SALE, INTERNET AUCTION, OR DISPOSAL OF CERTAIN PERSONAL PROPERTY

It was moved by Mr. Foster, seconded by Mr. Montgomery to approve the following:

WHEREAS, GALLIA County throughout the year will have miscellaneous minor office furniture, chairs, filing cabinets, shelving, miscellaneous minor office equipment, computers, monitors, printers, fax machines, copiers, typewriters, miscellaneous building hardware and materials, and minor tools and equipmentwhich are not needed for public use, or are obsolete or unfit for the use for which they were acquired.

NOW THEREFORE BE IT RESOLVED, that the board of Commissioners of GALLIA County, State of Ohio, declare that when the above type of personal property becomes obsolete, unfit, or not needed for public use and when the estimated fair market value of each item is less than $50.00, authorize the public auction, private sale, internet auction, or the disposal or salvage of property that has no value, as set by the Ohio Revised Code Section 307.12.

 Bid Notices:

Sealed bids will be received by the Gallia County Board of County Commissioners as provided in this notice for the Gallia County Senior Resource Center.  Phase 1 will be the excavation/fill and concrete foundation.  Phase 2 will be the premanufactured Building Shell and Erection.  Both of these phases may be bid individually or together.  This project is located at 1165 State Route 160 Gallipolis, OH. 45631.  Questions may be directed to Randy Breech, Breech Engineering, at breecheng​@​att.net.

Bids shall be enclosed in a sealed envelope addressed to Gallia County Board of County Commissioners, Att: County Administrator, 18 Locust Street, Gallipolis, Ohio 45631, and plainly marked on the outside "GALLIA COUNTY BOARD OF COUNTY COMMISSIONERS – SENIOR RESOURCE CENTER PROJECT BID."  Bids will be received until 10:30 a.m., local time May 29, 2025 and immediately after the deadline the bids will be opened and publicly read aloud.

All bids must include a Bid Guaranty, as described in the Instructions to Bidders. Prevailing wage rates apply.  No bidder may withdraw its bid within 60 days after the opening; the Board reserves the right to waive irregularities, reject any or all bids, and conduct necessary investigations to determine bidder responsibility.
