Gallia County Department of Job and Family Services (hereinafter referred to as (GCDJFS) provides Public Assistance to families that meet and/or are below poverty level as defined by the federal government. Public Assistance was intended to provide short term Ohio Works First (OWF), Supplemental Nutrition Assistance Program (SNAP) and Medical to those families at or below the poverty guidelines. GCDJFS is now offering a Benefit Bridge Program to help families reduce and/or end public assistance.

Benefit Bridge’s purpose is to help families who experience a reduction or loss of benefits due to wage increases continue their path to self-sufficiency. The eighteen (18) month program is intended to support participants with life skills, career skills and financial literacy to insure that working SNAP, OWF or Medicaid recipients have the support and stability needed to maintain employment, gain skills needed to move into higher paying positions, and become self-sufficient.

Benefit Bridge is a program that is made up of four (4) coaches which include a Benefit Coach, Success Coach, Financial Coach and a Peer Mentor. The Benefit Coach will be a GCDJFS Eligibility Referral Case Manager 2 who will work with the individual to determine how their benefits are affected if receiving a raise, changing jobs, and/or completing training to advance their career pathway. The Success Coach will be a GCDJFS Employment Service Case Manager that will work with them one on one to determine their goals, career pathways and ensure they have the supportive and wrap around services needed to become self-sufficient. A Financial Literacy Coach, a contracted position, will help families understand the importance of being financially stable, how to manage budgets, monitor credit and prepare for the future. A Peer Mentor, a contracted position, will provide support of the individuals to assist in reducing and/or ending the public assistance. The Peer Mentor and the Financial Literacy Coach will also be required to complete home visits and be available for support as needed by an assistance group.

Workforce Innovation and Opportunity Act (WIOA)

In July 2014, the Workforce Innovation and Opportunity Act (WIOA) was signed into law. WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973.

On June 30, 2015, Governor Kasich signed House Bill 64, the state’s biennial budget into law. Section 305.190 of the bill establishes a framework that will transform the network of human service and workforce programs to find a NEW WAY TO WORK for low-income Ohioans. This framework starts first with 16-24-year-old, where early intervention can have the greatest impact. The state is pushing traditional program boundaries by integrating components of the OWF program with WIOA employment programs to create a better-coordinated, person-centered case management system.

NOTICE TO BIDDERS

Sealed bids will be received by the GALLIA COUNTY BOARD OF COMMISSIONERS,
18 LOCUST STREET, ROOM 1292, GALLIPOLIS OHIO 45631
at its offices until 11:30 A.M. on Thursday, April 28th, 2022, and will be publicly opened and read immediately thereafter for the “TARA ESTATES SEWER REHABILITATION”.

The Project work shall consist of furnishing all labor, materials, and equipment in accordance with the contract documents.  Project cost estimate is $1,202,875.00.

Each bid shall be accompanied by a Bid Guaranty and Contract Bond as required by Section 153.54 of the Ohio Revised Code in an amount equal to the sum of the bid submitted by each contractor.  In lieu of posting the bond, a bidder may use a Cashier’s Check, Certified Check or Letter of Credit for ten percent of the Contractor’s bid as bid security.  When a check or letter of credit is used, the bidder shall be required to post a 100 percent Performance Bond and a 100 percent Labor and Material Payment Bond, upon the signing of the contract.

Federal Prevailing Wage Rates and Equal Employment Opportunity requirements are applicable to this project.

The proposed work is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 and the implementing regulations at 24 CFR part 75.  The criteria for determining eligibility as a Section 3 business concern can be found in 24 CFR 75.5 and the selected Contractor’s Section 3 obligations, as described at 24 CFR 75.19.

The Owner reserves the right to reject any and all bids, and the right to accept the lowest and best bid, the right to waiver minor irregularities on any bid, and the right to accept the bid proposal which promotes the best interest of the Owner.

Failure to submit the Bid Guaranty Bond and the required notarized affidavits with the bid shall be cause for considering the bid submission incomplete and for the rejection of the bid.  Each bid must contain the full name of the party or parties submitting the bid and all persons interested therein.  Each bidder must submit evidence of its experiences on projects of similar size and complexity. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project.  Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123.2, the Governors Executive Order of 1/27/72, and Governor’s Executive Order 84-9 shall be required.

DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT.  COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.
